The Zodiac like its name sake has 12 villains of which they are either super-powered or have weapons. They formed together to be some sort of supervillain crime cartel and supposedly aiming below the radar. However, they are more like a joke to the Avengers and each time they meet, if not for the running away and coming back again and again bit, they should be easily dismissed by the AvengersThis particular story arc is no different as it is continuing to see from earlier issue where Taurus finally reveals himself as the guy who is funding some of the weapons and nonsense for the Zodiac and he is in the midst of assembling the team trying to find out who is on his side 100% and who are the traitors ...
And naturally caught in-between their domestic problems are the Avengers as they sought to stop the Zodiac ... at first from activating his machinery/ weapon which is a gigantic ray gun atop a building (yaaaaaaaaawn) ... and then with the betrayal of one from the Zodiac they tracked the 12 down only to be caught ... flat footed ... (yaaaaawn) ...
